[Sept. 2004 / The U.S. invasions of Afghanistan and Iraq have created

and raised the stature of the radicals in the eyes of ordinary Muslims,
a Pentagon advisory panel says. The report by the Defense Science Board
concludes that the government must urgently change its approach to understanding
and communicating with the Muslim world. It says U.S. public diplomacy
is in crisis, and neither the White House nor Congress has done enough
to fix it. At the root of the problem, the report says, is a fundamental
misunderstanding of why many Muslims are hostile toward the United States.

security within the country; 3) political developments within Iraq following
the elections and formation of the new government; and 4) the economy
and reconstruction. The Final

in Iraq is grave and deteriorating. There is no path that can guarantee
success, but the prospects can be improved." "Our most important recommendations
call for new and enhanced diplomatic and political efforts in Iraq and
the region, and a change in the primary mission of U.S. forces in Iraq

the two governments with respect to the political, cultural, economic,
and security spheres.” Among other things, the Declaration proclaims the
parties’ intention to enter an agreement that would commit the United
States to provide security assurances to Iraq, arm and train Iraqi security
forces, and confront Al Qaeda and other terrorist entities within Iraqi
territory. Officials in the Bush Administration have subsequently stated
that the agreement will not commit the United States to militarily defend
Iraq. The nature and form of such a U.S.-Iraq security agreement has been
a source of congressional interest, in part because of statements by General
Douglas Lute, Assistant to the President for Iraq and Afghanistan, who
suggested that any such agreement was unlikely to take the form of a treaty,
subject to the advice and consent of the Senate, or otherwise require
congressional approval.]

U.S.
Officials are Prohibited From Engaging in Torture [May 9, 2006 / Associated
Press article reported in The Plain Dealer. "U.S. officials from all government
agencies are prohibited from engaging in torture at all times and in all
places," John Bellinger III, a State Department legal adviser, told the
U.N. Committee Against Torture. Bellinger told the panel that most of
the "regrettable incidents or allegations" of detainee mistreatment at
Abu Ghraib prison in Iraq and elsewhere occurred several years ago and
that laws, training and monitoring have since improved. U.S. Deputy Assistant
Secretary of Defense Charles Stimson conceded to the panel - the U.N.
watchdog for the 1984 anti-torture treaty - that the United States had
failed to protect detainees in Iraq "and that was wrong." Relevant documents

Bay, Cuba, to expressly ban controversial interrogation techniques, and
to halt the transfer of detainees to countries with a history of abuse
and torture. The U.N. panel, charged with monitoring compliance with the
1984 Convention Against Torture, which the United States has ratified,
also asserted that the CIA imprisonment of suspects in secret detention
facilities without access to the International Committee of the Red Cross
constituted a clear violation of the treaty.]
